  जाके पैर न फटी बिवाई ,वो क्या जाने पीर पराई 

राजनीति के हमारे नामचीन धंधेबाज़ों  के गुलगपाड़े ने संसद को ऐसी स्थिति में ला खड़ा किया है जहां किसी भी प्रकार का विधाई काम करना मुमकिन ही नहीं रह गया है। पंद्रहवीं लोक सभा ने तो विधाई काम काज न करने के नए कीर्तिमान रचे हैं। फिर भी बहुत कुछ ऐसा है जो अभी भी न सिर्फ किया जा सकता है बे -पर्दा हो चुकी राजनीति की लाज भी बचाई  सकता है। 

अभी भी कुछ मानवीय क़ानून पारित किये जा सकते हैं। दर्द को न सिर्फ अकेले झेलना कष्टकर होता है देखने वाले हमदर्द को भी इसकी तदानुभूति हो ही जाती है। कैंसर के मरीज़ों को रोग के आखिरी चरण में मोहब्बत और मार्फीन आधारित दर्द निवारक दवाओं की ज़रुरत रहती है। इस चरण में ड्र्ग  थिरेपी (कीमोथिरेपी ) के पार्श्व प्रभाव के बतौर होने दिखने वाले दर्द का ज़ायज़ा कोई हमदर्द ही ले सकता है। कभी पैन क्लिनिक में जाकर देखिये। कमसे कम पैन क्लिनिक में काम करने वाले चिकित्सक इन टर्मिनली इल पेशेंट्स की मौत को आसान और सम्मान  जनक बना देते हैं अपनी मोहब्बत से ,अस्पताल  में उनका जन्म दिन मनाकर उन्हें ज़रूरी मार्फीन आधारित पैन  किलर मुहैया करवाकर।सेवा सुश्रुवा द्वारा। 

अफ़सोस हमारे देश में यहाँ भी १९८५ में बना वह कानून आड़े आता है जो नारकोटिक्स ड्र्ग्स एंड साइकोट्रोपिक एब्सटेंसिज एक्ट १९८५ के नाम से जाना जाता है। इस पदार्थ के दुपयोग किये जाने के चलते इसकी उपलब्धता ज़रुरत मंद मरीज़ों को भी नहीं हो पा रही है। 

इस कानून में फौरी तौर पर संशोधन अभी भी किया जा सकता है ब-शर्ते हमारे वोट खोर दर्द झेलते लोगों को इंसान समझे ,वोट खोरी वोट बैंक की नज़र से न देखें। 

पैलिएटिव केअर में मॉर्फीन मिलने लगे सहज सुलभ तो ऐसे लोगों की कमसे कम मौत तो आसान हो जाए। फिर चाहे वह एचआईवी -एड्स के अंतिम चरण में पहुंचे मरीज़ हों या टर्मिनली इल कैंसर पेशेंट। 

विवादासपद तेलांगना जैसे मुद्दों पर मलयुद्ध होता रहेगा लेकिन यह एक मानवीय संवेदनाओं से जुड़ा मसला है राजनीति की परिधि से परे क्या इसीलिए इस ओर  उदासीनता है ?

गौर तलब है नारकोटिक्स ड्र्ग्स एंड साइकोट्रोपिक सब्सटेंसिज एक्ट १९८५ के लागू होने के दस बरसों बाद मॉर्फीन का दवा के रूप में इस्तेमाल ९७% घट गया है।जिन्हें इसकी पैन क्लीनिकों में ज़रुरत है वह इससे महरूम हैं। 

एक दशक में भारत के लोगों की जीवन प्रत्याशा पांच बरस बढ़ चुकी है। 
लेकिन बीमारी का बोझ भी बढ़ता गया है ऐसे ही नाकारा कानूनों और 
संवेदन हीन नज़रिये के चलते।

Politics may have paralysed Parliament, it still needs to pass humanitarian law


Pain is lonely, terrifying, unpleasant not just to experience but also to witness. But science and medicine can do much to counteract bodily pain these days. This is a significant measure of civilisation. When people are wilfully denied such countermeasures, that's unbelievably cruel. That, though, is exactly what's being done to lakhs of patients of cancer, HIV/AIDS and other dread diseases across the country.


They are in desperate need of palliative care. The gold standard for pain relief, morphine, is neither expensive nor scarce. But India's overly restrictive opioid legislation, which focuses on preventing abuse at the expense of encouraging medical use, means many patients' cries for pain relief go unheard. Parliamentarians can change this, and in this very session. They have in front of them an amendment to the Narcotic Drugs and Psychotropic Substances Act, 1985, which would introduce a nationwide, uniform and single-window clearance for using morphine in palliative treatment. They are fighting now over contentious issues with political implications. Amending the Narcotics Act, however, has no political implications — only humanitarian ones. All parties are agreed on its necessity. Can they at least get this piece of legislative business done this session?


Nothing speaks more for the urgent need to amend the law than the fact that within a decade of its enactment, medicinal use of morphine dropped by 97% — which reflects a terribly disturbing strangulation of the pain medication pipeline. Perhaps the only reason Parliamentarians aren't attending to this matter is that patients in pain are no vote bank. They should note that India's life expectancy increased by five years in a decade. This is a happy fact but its side-effect is that the country's disease burden is steadily increasing, so is the demand for palliative care. Amending the Act is non-controversial. There is no excuse for more delay.
